F eliciano Vargas!
“Ciao fratello, what are you doing out here?” He asked softly, shaking his soaking head. He was terribly wet, and for a brief moment, wondered why. Ah yes, the rain, that would have been it. Duh.[/i]
“Ehh? What do you mean, what am I doing out here? I’m just enjoying the rain!” And now that the rain had indeed been enjoyed, Feliciano found himself to be quite cold, another oddity. He sneezed once and shook the rain from his arms, grinning softly in apology at his brother. It was too cold and wet to argue out here that was for certain. He managed to dull out his brother’s worried banter and looked once at the house and thankfully, Lovino picked up the hint and inwards the two brothers traveled, where Feliciano then proceeded to get an earful of why he shouldn’t do such things, and why he should keep his head out of the clouds more often. Same old, same old. With a nod and another slight apology, the younger Vargas brother headed off to his room to change, and dry off his head. Lovino just didn’t understand the calming effects of rainwater, he reasoned internally.[/size][/center]

° R-eason for current profession || Cooking is one of his passions, and since Lovino is already a government worker, there’s really no reason for him to be one as well.

“Airheaded” would be much too kind of an adjective in describing the aura of Feliciano Vargas. His head is constantly in the clouds, much to his older brother's dismay. One might even argue that his airheaded-ness has surpassed floating among the clouds, that he lingers in space instead! When Feliciano isn't busy daydreaming about a pool full of pasta and nothing else, he's busy striking up nonsense conversations with whatever woman happens to catch his eye (and on some occasions, whatever man looks intriguing). He's an optimist through and through, and this aspect makes him a reversed image of his older brother, Lovino. He does understand, at least, that he’d gained an affinity for the attention of beautiful people through his grandfather’s influence. His love of cooking was inherited from one of his tutors on one grey afternoon, as the sky drizzled rain upon the streets of Grannor.
His airheaded personality was adopted through one of his Grandfather’s favorite sayings, “Life is to be enjoyed, not endured,” (Gordon B. Hinckley). Feliciano took this to mean that he should spend less time worrying about what he should focus on, and what he shouldn’t. He began to think more and more, and eventually, his head was snuggled nicely within the metaphorical clouds. This isn’t to say that he never pays attention however, due to his natural lazed expression, he can listen in and eavesdrop on important conversations because people think that he isn’t listening.
Where Lovino scowls and speaks with harshness, Feliciano smiles and soothes with softness. His childish nature also allows him to have a better connection with strangers, and far too often, he is entirely too trusting of people he doesn't know. He does have a bitter side however, if pushed too far then the young man will either burst into tears or snap back at the person pushing his buttons. The first option is the most likely however, seeing as he’s also cowardly and somewhat of an escape artist. If endangered, it should be no surprise that the first thing he’d do is flee from the danger. This of course, causes everyone involved to either groan or develop a headache, especially anyone trying to reason with him to become more self-reliant.
His sometimes bitter attitude stems from the tendency to bottle away his frustrations, to keep them inside. Life is too short to be angry is what he reasons with himself, that and the older Vargas child tends to house enough anger for the both of them. He feels as though he needs to be the soothing in lieu of his brother’s bitter personality. Honey attracts more flies than vinegar, after all.

Feliciano can’t really remember anything about his parents, considering that they died when he was not much older than a newborn. He’d heard the stories before of how his mother was the sweetest thing in all the land, and how he looked just like her, but because he didn’t ever know either of them, he isn’t sure if he is truly a mixture of his mother and father, personality-wise at least. When he was younger, he’d stare at his parents’ paintings for hours and wonder what they acted like, what they liked, what they wanted him to grow up to be.
While Feliciano was growing up, he knew that he would be the more adored child. He was the one with the sweeter temperament, the one with the big smiles, the one who charmed the hearts of many. (His feminine features did get his gender confused once in a great while, but that’s another story entirely). His sweet demeanor however, does not mean he was the best student in the world. Rather, he was the opposite, never doing any work until last minute and providing half an answer if he could. Many a tutor grew angry with his lack of motivation, and Feliciano never seemed to change as the years dragged on. However, just because his work was only half completed, that did not mean it was wrong. He was brilliant with numbers, and terrifying with words, the problem was that he never applied himself to anything whatsoever!
This of course frustrated his tutors, and in turn, his grandfather, who had ended up raising the two boys. Feliciano had deemed himself unfit for government work, and in his childishly stubborn way, had gotten away with it. Instead he took up cooking and painting, exploring the more creative pathway instead of the logistical one. Since Lovino had become a bureaucrat, there was no need for him to work for the Draconians as well. He decided to become a chef instead, using his grandfather’s pull around the city to set up a restaurant. To this day, anyone who visits said restaurant will be greeted with a smile, delicious food, and occasionally, local music! Feliciano couldn’t be happier with how his life has played out to this point.

Rain was one of Feliciano's many weaknesses. As he stood underneath the cloudy gray sky and freely allowed the droplets of cold water to smash into his skin, he felt a smile creep onto his lips. He had strange habits indeed, though standing in the rain and staring into the sky was one of the more normal things Feliciano opted to partake in. It calmed him in a sort of arbitrary way, the water rolling down his features washing away whatever stress the day had brought upon him. So far away in his thoughts was the child, that he failed to hear the sound of his brother calling him over and over again. It wasn’t until Lovino stomped up with an umbrella and shook the smaller man’s shoulder that he jolted back to life, blinking and looking around—where was he?
