Putting it frankly, Lovino Vargas has self-esteem issues. Ever since he was a kid he’s never felt like he was good enough, especially when he was always compared to his younger brother by the people around him. He tried hard to please his tutors and the people around him at first, but when he kept failing and being reprimanded for doing so he gave up trying so hard, accepting the fact that he’d just never be good enough for them.
Despite his pessimism though, a bit of his brother’s optimism must have rubbed off, for he still found himself trying. The difference now was that he tried already expecting to fail. But a small part of him kept hoping maybe one day he’d actually succeed and maybe then he’d be accepted. Not that he’d admit to wanting anyone else’s approval. His pride would never let him admit that all he wanted was to be accepted by someone other than his brother.
Lovino also has a bad attitude towards most people, including the people he works with. He’s rude, foul-mouthed, and has a very short temper making him a volatile person to deal with depending on his mood. He’s rude, but not too rude too his boss because despite how much he hates his job he does appreciate the income, his family had a small fortune, but not enough to live off of for more than a few years.
Underneath his prickly exterior though lies a much more vulnerable person than he’d ever care to expose. He has spent years working on his barriers to keep that part of himself safe. The only one he can truly say he’s close to is his brother and even that was with much reluctance.
He’s keeps nearly everyone at arms-length simply because he’s afraid to get hurt. Because despite how cold he is to most people, excluding women (and he’s only nice to them because that’s the way he was raised; that and he really does enjoy the positive attention), he does have a caring heart. And that’s what scares him the most: knowing how “weak” he really is.
Being a Draconian he was raised in the beliefs of the group, but for the most part he doesn't give a shit. He's only a minor noble and a cog in the machine and he knows it. He has enough power that they can't just get rid of him for nothing, but he's not important enough that if he tried something they wouldn't just get rid of him. He's ambivalent about the party, but dislikes pirates and ruthians for disrupting society (but more so for generating yet more paperwork for him to deal with with their attacks and raids).

As a young child Lovino was always a bit hard to handle. He was a stubborn kid, never wanting to attend lessons; he would run off and hide somewhere, only to be found and dragged back to tutor. Sometimes he’d rope his brother into doing the same, but when he’d just cry when they got caught, Lovino quickly decided against doing that again in the future.
Their parents had died when Lovino was only 6 in an aircraft accident so he could barely remember them especially as he got older. What he did remember was his mother's loving smile. She was so much like his brother, he grew up hearing, so sweet and kind. His father had been quiet, but also loving, so no one really knew where he got his sour personality from.
Yet one important thing that would influence the rest of his life was that his father was a Draconian. He had worked for the government as an official and so it was decided that it would only be fitting that Lovino, as the oldest son, would take a position in the government as well. To that end he was taught along with his brother in the formal educations along with matters of bureaucracy. But for the most part he was terrible; he had no head for sums and figures and got easily distracted from his work. He was a nightmare of a student.
To his teacher's relief as he got older he "calmed down", though really he just got sneakier in his rebellion. He would still sneak out and go flirt with "common" girls (he liked common girls better cause they didn't simper like so many noble girls he had met). The difference though was that he began to actually attempt to do well at his work. He had grown up feeling inferior to his brother who seemed to do everything better than he did so Lovino got it into his head that maybe he could succeed at this one thing. His brother hated paperwork just as much as he did so maybe he could be better then him at this one thing.
When he turned 18 he finally got a job as a bureaucrat in the government and found it to be even worse than he'd imagined. The job was not glamorous (not like he'd ever thought that) and mostly involved stacks of paperwork, dealing with requisition forms, request forms for supplies, all sorts of things. Once in a while some confidential papers would end up on his desk and he would have to hand deliver those to the recipient, even if they were across the city. This went in hand with the other part of his job, which involved delivering some of his paperwork to other officials in the city. He'd practically memorized the bus routes by the time he was 20.
Still he has his days off and the job pays well so he finds it isn't completely terrible. He doesn't care much about politics despite being a Draconian, more interested in his hobbies and putting off his work. He believes in the Draconians, but that's partially because he knows what would happen if he was found to be disloyal.

With a sigh Lovino shut the door behind him, calling out to his brother in the kitchen of their cluttered home in the North District. It was a nice home, a bit small for their family status, but it was just the two of them so it was big enough. Besides, his brother had fallen in love with it and once that had happened he had been doomed to give in to those puppy dog eyes.
He set his things down on the table and walked by the kitchen, avoiding the inevitable hug he’d receive by a few minutes at least. Walking upstairs he groaned as he stretched his arms, stiff from a long day of work. His job had him running around the city sometimes and while he may be fast, he sure as hell didn't enjoy it. He'd much prefer to be sitting in a cafe talking to a beautiful woman. That'd be nice...
Once he got to his room he dumped his bag which contained yet more papers and in exchange retrieved a smaller bag he’d come upstairs to get. Inside it was a present for Feli’s birthday. He may not always have been a good older brother, but he could do this much at least.
Holding the bag in his arms he walked carefully back down the stairs, avoiding that one step that always seemed to creak and walking into the kitchen where he was promptly greeted by the delicious aroma of his brother’s cooking and a big hug. Some things would never change (and a part of him hoped they never would).
